ROC bolsters international health network

Taiwan is playing a key role in combating infectious diseases and is ready, willing and able to share its experiences with the global community, according to ROC Minister of Health and Welfare Chiang Been-huang May 20.
“Following implementation of the World Health Organization’s International Health Regulations in 2009, Taiwan has been an integral part of addressing a broad spectrum of cross-border health challenges,” Chiang said.
“We made significant contributions to containing the Ebola outbreak last year by providing equipment, funding and personnel, as well as establishing a prevention training center in southern Taiwan in conjunction with the U.S.”
Chiang made the remarks during an address at the 68th World Health Assembly meeting in Geneva. Taiwan is taking part in the annual event—running May 18-26—as an observer for the seventh time since being invited by WHO Director-General Dr. Margaret Chan in 2009.
According to the MOHW minister, the government is sparing no effort in building preparedness for health emergencies or natural calamities. “Through resource sharing and mutual support, an integrated global response mechanism can ensure sustainable operations of existing health systems in times of crisis,” he said.
Another area in which Taiwan is demonstrating its ability to adapt to changing circumstances is its National Health Insurance system.
“By establishing an extensive network of emergency response, long-term care and resource integration,” Chiang said, “the NHI is fully equipped to address acute cases and prevent epidemic outbreaks.”
Boasting a 99.8 percent coverage, the system has shown robust tenacity in maintaining optimal medical care services when faced with such challenges as severe acute respiratory syndrome and influenza pandemics.
As a responsible member of the global community, Chiang said, Taiwan welcomes any opportunity to cooperate with the WHO, including assisting recently quake-hit Nepal with post-disaster relief and reconstruction.
“We urge WHO members to support Taiwan’s goal of expanded participation in organization-related meetings, mechanisms and activities in a meaningful and dignified way.”
