2025/11/25

Foreign Minister Lin Chia-lung received Haitian Minister of Public Health and Population Bertrand Sinal and Guatemalan Minister of Public Health and Social Assistance Joaquín Barnoya, in separate visits Nov. 20 in Taipei City.

Lin first thanked Haiti for sending a letter and speaking in support of Taiwan’s participation in the World Health Organization’s 156th session of the Executive Board meeting in February and the World Health Assembly in May. He further elaborated on the One Country, One Center policy under the Diplomatic Allies Prosperity Project to help allies improve modern medical care quality.

Sinal pledged to continue backing Taiwan’s engagement in international organizations as Haiti was elected as member of the WHO’s Executive Board this year. He also expressed hope of further deepening exchanges with Taiwan in areas spanning primary care, public health systems and personnel training.

Following the meeting, Lin thanked Barnoya for his hospitality during Lin’s visit to Guatemala last October. The minister mentioned the successful National Hospital of Chimaltenango and the San Juan de Dios Hospital neonatal building, which were completed through Taiwanese and Guatemalan joint cooperation, as well as the Guatemala Maternal and Neonatal Healthcare Enhancement Project implemented by Taiwan. He committed to continued close public health cooperation with the ally under the Diplomatic Allies Prosperity Project.

Barnoya praised Taiwan’s high-quality medical care and its National Health Insurance system, and anticipated continuing bilateral collaboration on enhancing professional skills in Guatemalan medical staff.

According to the Ministry of Foreign Affairs, Sinal and Barnoya both attended the 2025 Global Health and Welfare Forum in Taiwan held Nov. 17-18 in Taipei City. They joined over 20 health ministers, deputy ministers and high-level officials from 13 countries and 40 international experts in sharing practical experience to deepen connections in the international health community, the ministry said.
