FM Lin addresses Global Taiwan Institute

Foreign Minister Lin Chia-lung delivered a recorded speech at the Global Taiwan Institute’s 2025 Annual Symposium Oct. 1 in Washington D.C., reiterating Taiwan’s critical role in ensuring stability in the region and the global economy.
 
During his speech, Lin said China’s escalating military intimidation, gray-zone tactics, economic coercion and cognitive warfare pose serious challenges to regional peace and stability. Taiwan’s government has demonstrated staunch resolve to defend itself, including staging an urban resilience exercise in 2024, he said.
 
Taiwan has also proposed a record high defense budget, Lin said, adding that continuous U.S. arms sales underscore the benefits of bilateral security cooperation, as they strengthen Taiwan’s defense capabilities while promoting employment and industry in the U.S.
 
The depth and width of the economic partnership between the two sides have reached record levels, with the U.S. being Taiwan’s second largest trading partner and Taiwan, the U.S.’ seventh, Lin said. The U.S. also became the leading destination for outgoing investment from Taiwan in 2023 and accounted for 40 percent of the total amount, the minister added.
 
Due to its core strengths in high-tech manufacturing and precision industries, Taiwan is able to offer critical support for U.S. reindustrialization policies to create more job opportunities and economic prosperity for both sides through the strategic partnership, Lin said.
 
In particular, the minister said President Lai Ching-te’s Five Trusted Industry Sectors initiative places artificial intelligence at the core, adding that with its advanced chip manufacturing technologies, Taiwan is able to play a key role in advancing AI development in the U.S.
 
More importantly, Lin said with Taiwan’s semiconductor prowess and the U.S.’ advantages in quantum computing, expanded cooperation between the two sides in frontier sectors will spur development of more breakthrough applications. Taiwan stands ready to join the U.S. AI Action Plan, he said.
 
In summary, the minister stressed that expanded Taiwan-U.S. relations will help safeguard regional stability and global supply chain security for prosperity on both sides, as well as for the rest of the world.
