MOENV unveils draft controlling carbon emissions

The Ministry of Environment announced its draft for the third phase of greenhouse gas containment goals Dec. 30, underscoring the government’s commitment to sustainable development.
In the document, which will be discussed at a public hearing Feb. 7, 2025, the MOENV proposes a reduction of 28±2 percent, based on 2005 numbers. The draft also included containment goals at different stages for the agriculture, energy, environment, manufacturing, real estate and transportation sectors, the ministry added.
To enhance domestic industries’ international competitiveness, President Lai Ching-te set new goals for carbon reduction in 2032 and 2035 at the National Climate Change Countermeasures Committee October’s meeting, the MOENV said.
The ministry will expand the scope of verification to include any single location with a yearly emission of 5,000 tons of carbon dioxide equivalent, as well as companies with an annual emitted quantity equal to 10,000 tons. The MOENV estimates that an additional 500 businesses will be reviewed under the new guidelines.
Expanded verification measures are anticipated to give more corporations insight into the correlation between energy usage and carbon emissions, the ministry said, permitting them to better track high carbon emissions and facilitate carbon reduction.
The MOENV noted that governmental agencies would also be checked for their carbon footprint in 2025, adding that its own internal greenhouse verification was completed in November. The ministry said it anticipates increased efforts to reduce carbon emissions through public and private efforts.
