2023/12/19

Taiwan’s bid for meaningful participation in the U.N. Framework Convention on Climate Change garnered widespread support from the country’s public and private sectors and displayed commitment to achieving net zero emissions by 2050, the Ministry of Foreign Affairs said Dec. 15.

Minister of Environment Shieu Fuh-sheng led a non-governmental observer delegation to attend activities at the 28th Conference of the Parties to the UNFCCC staged Nov. 30 to Dec. 13 in Dubai, United Arab Emirates.

According to the MOFA, events attended included 46 bilateral meetings with representatives from 35 like-minded countries and two international organizations. Taiwan facilitated five side events cohosted by five allies and five nongovernmental organizations, the highest number yet held, on themes ranging from net-zero transition, to climate justice and adaptation, as well as finance.

Twelve allies and 42 countries’ lawmaking bodies sent official letters to Simon Stiell, executive secretary of the UNFCCC, calling for Taiwan’s inclusion in the body, the Paris Agreement negotiation process and related mechanisms. Leaders or high-ranking officials from 11 allies spoke in support of Taiwan, including Paraguay’s President Santiago Peña Palacios and Palau President Surangel Whipps, Jr.

German Foreign Minister Annalena Baerbock pointed out that Taiwan, like other countries, was deeply concerned about climate change. She said that Taiwan is indispensable in the international community’s joint efforts to reach a comprehensive and sound global environmental governance system.

Taiwan announced the establishment of a climate transition fund of US$ 10 million for four Pacific nation allies: Nauru, Palau, the Marshall Islands and Tuvalu to assist them in facing climate change challenges, demonstrating Taiwan’s commitment to the international community.

In addition, Minister of Environment Shieu Fuh-sheng’s op-ed was published 109 times in international media outlets. The campaign with the slogan “Climate Action with Taiwan” was shown at 53 metro stations in Dubai, and a short video titled “Green Action Taiwan!” was well received by viewers, the ministry said.
