President Tsai Ing-wen announced Oct. 20 that Morris Chang, founder and former chairman of Taiwan Semiconductor Manufacturing Co., will be envoy to this year’s Asia-Pacific Economic Cooperation Economic Leaders’ Meeting.
 
It will be the fifth time that Chang has represented her in the largest of regional economic forums, and the second time that he has physically attended the event on her behalf next month in Bangkok, Thailand, Tsai said.
 
Chang will call on APEC members to face differences of opinion in the region, seek appropriate balance and develop a more forward-looking and progressive economic structure and common rules.
 
The special envoy will also highlight Taiwan’s key influence in the global semiconductor industry and commitment to working with partners to develop a reliable, resilient and secure industrial supply chain, she added.
 
Tsai said Chang will demonstrate the government’s determination to address the impact of climate change and promote the well-being of the disadvantaged, women and the working class. She added that Taiwan would share its experience and contribute to regional and global sustainable development.
 
In response, Chang said it is both an honor and a pleasure to represent Taiwan again at the event, adding that he will do his best to fulfill the mission assigned by the president.
 
Chang said the APEC is the most important forum in which Taiwan can engage with the world, especially at these challenging times. He will also take the opportunity to gather further support for Taiwan during his meetings with leaders from other economies and at sideline events, Chang added.
